This is an action under 28 U.S.C. § 2241 by Farid Ourzdine, a citizen and native of Algeria, who has been detained by the U.S. Department of Homeland Security (hereinafter DHS) (Doc. 1). This action has been referred for report and recommendation pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 72.1(c) and is now ready for consideration.
