Economic operators are reminded that the import of goods may be carried out freely in accordance with the provisions of Ordinance N° 03-04 of July 19th 2003, amended and supplemented, on the general rules applicable to the import and export of goods.
In this context, economic operators shall be made aware of the following:
- Goods and products that were subject to provisional suspension on import during 2018 are now free to import upon payment of a temporary additional safeguard duty (TASD).
- 2- The introduction of the TASD as a pricing instrument is necessary for reasons related to safeguarding the balance of payments, encouraging national production and developing emerging industries.
The TASD covers the following product units:
- White and red meats ( excluding frozen beef),
- Dried fruits, fresh fruits (excluding bananas),
- Fresh vegetables,
- Meat processing,
- Fish processing ,
- Fruits stored or processed,
- Food formulations,
- Soups and soups mixes,
- Cereal derivatives,
- Cement, Cosmetics,
- Hygienic papers,
- Plastic products,
- Wooden boxes and crates,
- Carpets, and other textile floor coverings,
- Finished marble and granite,
- Finished ceramic,
- Ceramic products,
- Glass and glass work,
- Cast-iron articles,
- Aluminium and aluminium work, and
- Sanitary fixtures,
- Chairs and furniture,
- Chandeliers,
- Machinery and household appliances,
- Mobile phones and miscellaneous works.
The goods and products by subheading affected by the TASD are listed in the list annexed to the Order of the Minister of Commerce of January 26th 2019.
- The list of goods and products subject to the TASD may be reviewed and updated periodically, depending on the development of the updating of national companies in relation to international competition and on the basis of the monitoring of the volume of imports of these products, in collaboration with the economic sectors and the representatives of the sectors to which they relate.
- 4- A system for monitoring imports of products subject to the TASD is set up (Trade/Customs), with a view to fighting, where necessary, any unfair import practices.
- The temporary suspension on import now only concerns rolling stock under price headings "87. 01, 87. 02, 87. 03, 87. 03, 87. 04 and 87. 05", in compliance with the provisions of the executive decree No. 19-12 of January 24th 2019, amending and completing the executive decree No. 18-02 of January 07th 2018, designating goods subject to the import restrictions regime.
Imported vehicles are excluded from the temporary suspension on import:
- As part of the collection system for the assembly industries, provided for by Article 58 of the Finance Act for 2000;
- By individuals for their own needs and in their own currencies, in compliance with the procedures provided for by the provisions of Article 68 of the Finance Act for 1999, amended and supplemented;
- By the disabled people of the National Liberation War and the disabled children of Shouhada, within the framework of the provisions of Article 178-16 amended and supplemented by the Supplementary Finance Act for 1983;
- By non-resident citizens at the time of their change of residence, within the framework of Article 202 of Act No 79-07 of July 21th 1979, as amended and supplemented, on the Customs Code;
- By individuals suffering from a motor disability in a civilian capacity, within the framework of the provisions of Article 59, amended and supplemented by the Finance Act for 1979;
- By diplomatic and consular officers and equivalent, as well as representatives of companies and public institutions abroad, placed under the authority of heads of diplomatic missions, within the framework of the provisions of Article 110, amended and supplemented, of the Finance Act for 1990;
- By diplomatic or consular missions and representations of international organizations accredited in Algeria, as well as by their agents
6-The importation operations of goods and products remains conditional on the submission, at the time of completion of the bank clearance procedures, of the technical permits or any other documents provided for in accordance with the regulations in place.
Lastly, it should be pointed out that the Technical Secretary of the Advisory Safeguard Commission set up under the services of the Ministry of Commerce will continue to review, in conjunction with the sectors concerned, any requests made by the representatives of the sectors.
